The Citizen published an article which leads us to believe that Business Administrator, Chuck Stuart has said that a vote against the budget would be a vote to reinstate certain programs cut by the budget committee.  That statement is, of course, false.  The district has discretionary spending or the power to alter amounts spent in any given area of the budget.  This is something that is done on a regular basis.  If you look at the actual spending for last year you will find that the majority of accounts differ from the budgeted amounts.  Discretionary spending has caused that budget to fluctuate on average more than 48% from the approved budget; the discretionary spending appears to be out of control.  If the default budget were to be used; the district would be under no obligation to spend specific amounts on specific items.
